DISTRICT LEVEL TRAINING

Objectives :

To modify the attitude and behaviour of the Judicial Officers in the Subordinate Judiciary; not only to make their mind attune to the resolution of complicated problems but also to understand men and matters that come up before them in the course of administration of Justice.

To discuss the doubts and problems raised by the Judicial Officers and to find possible solutions.

To identify the problems that contain legal questions and also to develop a creative mind to contemplate problems that may arise in future.

Nature of training:

The academy conducts one day District Level Programmes every year for the judicial officers of each district at the District centres. For the District Level Trainings, the academy requests the officers to send up legal problems on any provisions of Law, in the form of questions and the questions received are made into a questionnaire and sent back to the Judicial Officers in advance so that they will be able to make intensive study of the legal problems raised and get themselves involved in the discussion. The questionnaire covers a wide range of subjects of law and allied matters. The Hon'ble Judges in the Governing Body and the Honourable Judges in charge of the Judicial Administration of the districts are actively participating in the District Level Training Programmes and are guiding the discussion and deliberation in the letter and spirit. The Academy has so far conducted 158 District Level Trainings for the judicial officers at the District Centres involving all the 14 districts from 1992 onwards.

Curriculum

All topics coming under procedural and substantive laws.

Evaluation :

In the District Level Training, the performance of the Judicial Officers is also evaluated. The Hon’ble Judges of the Training Committee assess the performance of the officers in the prescribed format with respect to their knowledge in procedural laws, substantive laws and case laws. After each training a committee is convened in which the Judges compile the data of performance assessment and intimate the Judicial Officers about this.

Work Assessment:

District Level Training also makes facilities for the work assessment of Judicial Officers. The Hon’ble the Chief Justice of India, during the ‘All India Seminar on Judicial reforms’ held at New Delhi on 23rd & 24th February, 2008, had proposed to have a planned approach on delay and arrear reduction. Pursuant to this, the consolidated data of cases pending in each court for more than 7 years is collected, and in the district level training the Judge in charge of the District enquire the reason for pendency and a target time for the disposal is fixed in consultation with the Judicial Officers.
